This is a Fantastic Cooper & Brass Ships Lantern , this is a William Harvie  & Co Ltd  example who started  in Glasgow in 1868 and were known for making lamps. 
William Harvie improved the system of Ships lamps and moved to Birmingham in the early 20th century…
